This paper examines some of the key factors that affect parliamentary oversight and democratic governance of the security sector in new and emerging democracies. The author first explores what such parliamentary oversight of the security sector involves as well as existing best practices in such oversight, and then goes on to look at security sector governance in emerging democracies. The author ends the piece by laying out possible initiatives that emerging democracies can take to strengthen the role of their parliaments in security sector governance in order to help their democratization efforts.
