This brief warns against unthinkingly providing climate-related financial compensation to developing countries. Given that their annual emissions have exceeded those of developed countries since 2003, the formula used for determining compensation would be contentious at best. In fact, depending on the criteria used, developing countries could end up owing money to wealthy ones.
