This paper examines the role of the EU in the normalization of relations between Kosovo and Serbia. It particularly addresses the challenges connected to Serb majorities in Northern Kosovo and the prospects of the First Agreement of Principles Governing the Normalisation of Relations, which the two countries signed in April 2013 under the auspices of the EU. The authors argue that while the agreement’s success depends on the local population in Kosovo and the two governments, the EU can lay a groundwork for the wider integration of the region and tackle issues of organized crime and corruption that plague the Western Balkans.
