This paper calls for a greater coherence and coordination between the bottom-up approach to reducing community violence and top-down police reform in Haiti. After assessing the UN Strategy for Vertical Integration and the problem of Haitian gang violence, the authors highlight the need to include local actors in efforts to reduce violence and to link top-down and bottom-up efforts in the Haitian peace-building process.
