This brief first analyzes the problems facing Myanmar’s planned 2014 population/housing census and then provides recommendations on how to conduct it in a ‘conflict-sensitive’ way. After all, if it’s carried out properly, the census’ data could be used by the government, civil society organizations and political parties to help negotiate the terms of an enduring domestic peace. For this to happen, however, the public’s widespread distrust of the government's motives for carrying out the census will have to be overcome, especially in minority-dominated regions.
