This annual survey reviews Israel's strategic environment in 2013-14 -- i.e., it traces the social and political changes that occurred in the Middle East, how the states in the region responded to them, and how their responses shifted the area's relations and even balance of power. Taken as a whole, Israel now faces what it has faced before -- a dynamic region that confronts Tel Aviv with both strategic dilemmas and potential opportunities.
