This brief talks about land reform in Africa and the tendency of countries on the continent to focus on the issuing of title deeds in the implementation of such reform. Overall, the author argues that this policy is too narrow and that it may undermine the positive effects of tenure security and economic growth. He then goes on to offer some policy recommendations for African states and other stakeholders on how to improve the implementation of land reform, including the point that they should think about the long-term aspects of it.
