This policy brief examines forms of cooperation between the police, other actors in public security, and the population in Kyrgyzstan, with a particular focus on Local Crime Prevention Centres (LCPC). Overall, the authors argue that the processes for dialogue and partnership between the population and decision makers in the field of security are underdeveloped. They then offer recommendations for Kyrgyzstan on how to implement reforms to improve the partnership between the public and the police.
