This meeting note summarizes the main points of a discussion on Turkey’s growing role in Africa and regional efforts to improve security and development on the continent, held at the 4th Istanbul Retreat of the UN Security Council. It argues that international efforts must seek to complement local efforts in Africa and presents a case study of security sector reform in Somalia to illustrate this point. The report goes on to talk about the importance of a strengthened rule of law in promoting peace and stability and UN responses to conflict in Africa.
