This paper analyzes the role ECOWAS plays in promoting Security Sector Reform (SSR) in West Africa. After overviewing the applicable SSR agendas developed both at the UN and African Union, the paper 1) zeros in on ECOWAS’ SSR activities in the West African region, 2) highlights the challenges it faces in translating SSR norms into practice, and 3) recommends ways that the Regional Framework for Security Sector Reform and Governance (RFSSRG) could serve both as a platform to facilitate SSR and as a tool used for conflict prevention and sustainable development.
