What leads to fatalities in UN peace operations? While Western governments believe geography is the primary culprit -- i.e., an operation in Africa is inherently riskier than anywhere else -- this policy brief argues otherwise. Data from 2000 to 2010 confirms that other factors influence the death count, including a peace operation's character, context, and security and protection components.
