This paper talks about the rise of the Taliban in Afghanistan, their leadership structure, Afghan public opinion of the Taliban, and the part they could play in the country following the withdrawal of international troops in 2014. The author also talks about US policy toward Afghanistan and the prospects for a negotiated settlement between the Afghan Taliban and the Afghan High Peace Council.
