This issue brief examines the obstacles Georgia still faces in trying to join NATO. Most importantly, it's obvious that even before Tbilisi begins the Membership Action Plan process, the Alliance needs to develop a clear transatlantic strategy towards the Caucasus region -- i.e., a strategy that is designed to cooperate with Russia, and thereby create necessary near-term stability and security.
