This paper focuses on how the United States' projected defense budget for Fiscal Year 2015 attempts to balance its outlays on personnel costs, force structure maintenance, modernization, and readiness. It also compares the choices made in this proposed budget with the results gleaned from the Joint Think Tank exercise CSBA hosted with three other organizations in early February 2014.
