This paper suggests that international efforts to aid transitions in fragile states should focus more on promoting social bonds within a state and not just on improving levels of fairness. To argue this point, the author uses the case of South Africa's transition, which he believes demonstrates that a society that has reached agreement on its fundamental principles and values through a social covenant is much better equipped to forge a sustainable social contract than one divided on these lines.
