This paper first gauges the level of transformation that has taken place in the Middle East and North Africa (MENA) since the start of the Arab Uprisings in 2011. By drawing upon the Bertelsmann Transformation Index, it concludes that despite the patchwork of conflicts that continue in the MENA region, many localities within it are tentatively moving towards democracy and a market economy model. The paper then closes by outlining how the EU might facilitate this transformation process more effectively.
