This comment examines the challenges facing Ukraine following the ousting of president Yanukovych in early 2014. The author argues that there are three challenges to rebuilding a functioning state: 1) the missing capacity of the new authority to build an effective system of governance; 2) the lack of unity among political leaders that may prevent the 2014 presidential elections from finding a suitable candidate; and 3) the threat of destabilization after the elections in response to the results.
