This paper explores the relationship between the EU's foreign policies with those of its individual member states in the context of the 2013/2014 protests in Maidan Square in Kiev, Ukraine. The authors argue that the EU's response to resolving the crisis was weak and that only last-minute political intervention from a trio of EU member states prevented Ukraine’s wholesale descent into chaos and violent repression. They also believe that an analysis of the political dynamics behind this fragmented response should allow the EU to take a more coherent position, on Ukraine and in the wider region, and that Poland is well-placed to lead such an initiative.
