This bulletin looks at the lessons that can be learned by the EU from its financial aid programs to Ukraine between 2007 and 2013. The author says that, in trying to implement these lessons, the EU faces tension between, on the one hand, the need to provide immediate funding for Ukraine’s economy, and, on the other, the requirement to ensure the long-term effectiveness of the conditions under which financial aid is provided.
