This is a transcript of a testimony by CFR's Sheila A Smith on the state US bilateral relations with Japan and South Korea as well as what Washinton can do to improve relations between its two allies. She says that the US faces several challenges in managing its alliances in Northeast Asia and that perhaps the thorniest issue is the difficult relations between Seoul and Tokyo.
