This paper investigates how the EU’s European Neighbourhood Policy (ENP) works as a security community-building instrument, specifically in relation to Morocco. It concludes that this bilateral effort has been largely successful because of the ENP’s open-ended character and the two parties’ belief that they are getting what they want. The EU, for example, gets stability, migration control and gradual reforms, while Morocco gets greater access to European markets, financial support, and a degree of external affirmation for the current regime.
