This paper includes two commentaries on Russia's troop movements into Crimea in early 2014. It looks at Moscow’s motivations for its action, the response by the EU, NATO and the US, and the potential future implications of the crisis. Among other things, the authors argue that one of the benefits for Washington of a revived Moscow is the increased potential for defense expenditure and strategic integration of European powers.
