This paper argues that support at the local and regional level by Polish NGOs and local authorities for Ukrainians has played and can continue to play an important role in pushing for government reform in Ukraine. It also provides recommendations for Polish local and regional self-governments on how they can increase their level of cooperation with Ukraine, particularly the east, and encourage other countries in the EU to become more open to Ukrainian local authorities and communities.
