This paper says that decarbonizing major industrial economies and funding adaptation alone are not enough to deal with the inevitable impact of climate change. Indeed, the author argues that to deal with the impact, countries like the UK must ensure low carbon economic development in poorer economies, something that has been significantly inhibited by limited investment.
