This paper argues that while development goals have become increasingly gender-sensitive over the past few decades, there is still work to be done, particularly in the case of disaster risk management. Indeed, since disasters and hazards often affect men and women differently, their possible consequences need to be understood and dealt with in more gendered ways. While doing this, however, policy-makers must not simply see women and girls as an exclusively homogenous and vulnerable group.
