This report updates us on a universally known truth – i.e., weak central governance continues to imperil Somalia’s long-term peace and stability. As a result, international efforts to create a functional government must remain front and center, especially if the Somali people hope to sustain their faith and confidence in the future, and if the international community expects to have a useful partner in blunting others problems, including political wildcards such as al-Shabaab.
