This paper argues that while Russia’s behavior in Ukraine in early 2014 may be reminiscent of the 1968 Soviet invasion of Czechoslovakia, it does not mark a return to the Cold War for NATO. The authors suggest that in order for NATO to respond to Russia’s brinkmanship without falling back into a situation similar to the Cold War, it should support a multilateral approach to the crisis, keeping dialogue open between member countries as well as Moscow and Kyiv as well as continuing cooperation with the new Ukrainian leadership.
