This paper explores the development of economic linkages between mega projects - mainly in natural resource extraction - and domestic firms in Mozambique from a political economy perspective. The author first analyzes the scope of the mega-investments and their relation to the economic structure of Mozambique. He then focuses on linkage development and 1) outlines how it has been pursued relative to the mega investments; 2) explores what its limitations have been; 3) comments on the organizational and institutional setup developed to enhance it; and 4) analyzes why the present wave of mega investments in extractive industries struggle to achieve it.
