This report both reviews and critiques the global stewardship of nuclear materials, with a particular emphasis on India’s commitments and responsibilities. Indeed, the commitments New Delhi should undertake include the following: 1) remain vigilant about the possibility of nuclear terrorism; 2) work to strengthen the International Atomic Energy Agency and reinforce its centrality in global nuclear security; 3) maintain accurate nuclear-related records; 4) reduce excess stocks of fissile materials; 5) make nuclear inventory declarations readily available (in order to facilitate 'managed transparency'); and 6) actively participate in global nuclear security initiatives.
