This paper argues that real progress regarding climate change will not be achieved until heads of state, governments and ministers of finance see it as a major economic challenge. The paper calls for a summit of private and public sector leaders to identify the main roadblocks that stand in the way of climate finance governance. It also makes recommendations for the future operation of the UNFCCC’s Green Climate Fund as well as suggestions for better coordination at the international financial institution level, and highlights the need for national initiatives to guide investment decisions.
