This paper discusses the peace process in the Indian state of Manipur, which has been the site of a sometimes violent separatist movement since the 1960s. The author outlines the history of the state and its problems of violence, both against women and in terms of armed political conflict. She then looks at attempts by the Indian government to reach a peace agreement, critiquing past efforts and suggesting new ways forward.
