This paper looks at history of ethnically based separatist conflict in Northeast India since the early 1950s. It says that while there have been several peace initiatives, most have failed. The author suggests that the key to restoring peace lies in choking off insurgents' arms and ammunition trafficking routes. Furthermore he argues the law must be applied more stringently to better prosecute violent acts.
