Drawing on interviews with key military and civilian actors engaged in humanitarian response, this report explores the complexities and challenges of civil-military coordination in Pakistan, from the earthquake response in 2005 to the 2010 floods. It particularly looks at how the civil-military guidelines developed in 2009-10 could provide a foundation for a consistent dialogue between aid agencies and the military in Pakistan on how to access affected populations and uphold humanitarian principles in times of crisis. It also looks at how close civil-military cooperation could be achieved without undermining the neutrality and independence of aid agencies.
