This report argues that the US and the South Korea need to readjust their security strategies towards North Korea. In making its case, it first highlights the destabilizing economic, political and military trends that exist in the North and, if deterrence were to fail, how Washington and Seoul might be ill-prepared to deal with a possible escalation in tensions. To blunt this possibility, the paper then provides capabilities-enhancing recommendations for the US and South Korea to consider for the future.
