This report examines the degree to which Maoist groups have penetrated the northeastern states of India -- i.e., Assam, Manipur and Arunachal Pradesh. It also highlights the three 'pull factors’ they're exploiting to spread their message, which include linking up with local ethnic insurgent groups, recruiting disenchanted youths, and exploiting the region's poor socio-economic development. It also doesn't help that New Delhi continues to have a limited state presence in these states.
