This paper analyzes the causes and consequences of ethnic conflict in Northeast India. The author first reviews the history and origins of ethnic problems in the region and the attempts to deal with them. He then talks about how the desire for independence and self-rule by the ethnic groups gave rise to insurgencies and how the Indian government responded to this by creating Autonomous District Councils. He argues that while this establishment of autonomy for the groups has limited the intensity of insurgency, it has not resolved some of the problems facing the region, such as a lack of economic development, and that it has led to new ones.
