This monograph discusses the problems facing US military defense planning and proposes a methodological approach to overcome them. The author explains that military preparation is based on guesswork about future challenges and developments in years to come, and that this in itself presents a large problem for long-term military planning. The author argues that future defense planning needs to include scenario design, development and testing; trend spotting; and scientific defense analysis to make allowance for future uncertainty.
