This commentary discusses the different approaches taken by France and Poland toward influencing the EU's negotiating position on reducing fossil fuel consumption at the 2015 United Nations Climate Change Conference. The author says that this disagreement is due not only the energy mix and national strategy of each country but also to more basic disagreements about the policy methodology that should be used by the EU. He then makes some recommendations to Poland on how to solve this deadlock.
