As the the Global Fund to Fight AIDS, Tuberculosis and Malaria’s prepares to end its activities in China, this paper evaluates the Fund's legacy in the country. It says the Fund’s money has made important contributions to China’s fight against AIDS, TB, and malaria, as well as improvements in domestic health governance. However, it is also associated with uneven progress in some areas such as grant performance, low value for money, and sustainability. The authors argue that these mixed outcomes have important implications for global health governance, the Fund’s future financing model, and China’s handling of its own public health challenges.
