This commentary discusses shifts in German foreign policy towards Russia following Moscow's annexation of Crimea. The author argues that despite adopting a tougher stance toward Russia in it's official statements following the Crimea crisis, it is unclear whether Berlin will abandon its traditional foreign policy of cooperation and dialogue with Moscow in order to adopt a more assertive defense of European values and the international order. He suggests that stronger economic sanctions against Russia would clearly demonstrate a change.
