What were the results of the European Council’s most recent meeting on defense, which occurred in December 2013? According to this commentary, the meeting did yield precise technical guidelines on how to revamp and therefore improve Europe’s defenses. What it didn’t do is decide upon the future trajectory of the EU’s Common Security and Defense Policy (CSDP). This decision was postponed until 2015, and thereby confirmed two points – 1) EU member states are not presently interested in reaching a formal agreement on a ‘common strategic narrative’, and 2) the CSDP continues to suffer from an obvious ‘governance gap’.
