This paper is the first of a series of quarterly monitoring briefs (2014) which track the actions of five key regional actors - India, Iran, Russia, China, and Saudi Arabia - regarding Pakistan. Covering the months of December 2013 until the end of March 2014, it maps out the regional context, the key actors, regional dynamics as well as specific issues impacting upon Pakistan and the region more widely.
