This study looks at increasing flexibility in Asian marketplaces as a way of developing the economies of the region. It examines three types of organizations - venture capital, defense research, and industrial policy - and focuses on how policymakers might become more flexible and efficient in the agencies they lead or create. It concludes by offering a tentative set of techniques and strategies to enable flexible implementation.
