This paper evaluates how the President’s FY2015 budget request compares to the recommendations set out in the “Strategic Agility” report published by the Defense Advisory Committee in September 2013. It argues that overall, the President’s proposal goes a long way in incorporating the recommendations presented in the report. However, by enacting all of the proposed recommendations, the Administration and Congress could reduce the amount of uncertainty that has had a debilitating effect on strategic planning while, at the same time, preserving a strong national defense.
