What is the likelihood of increased emigration from Ukraine to the EU in the wake of the country's 2013/14 political crisis and Russia's subsequent intervention in Crimea? This paper argues that absent a civil war, a significant rise in Ukrainian emigration is unlikely. The word ‘significant’ is the operative one, however. Economic migrants will continue to ‘vote with their feet’, particularly if the Ukrainian economy remains comatose.
