This paper suggests the Russian intervention in Ukraine in early 2014, as well as statements made by the Kremlin and President Putin, may indicate the emergence of a certain doctrine of Russian foreign and security policy. In particular, the author suggests this doctrine is effectively the conceptual foundation for Russian dominance in the post-Soviet area, one that attempts to legitimize Russia's use of military force to defend Russian-speaking communities abroad through the use of such justifications as national interest and truth and justice.
