This brief discusses the deteriorating security situation in Iraq in April 2014 and outlines how political and sectarian divides, poor governance and continuing violence are contributing to the political instability in the country. The author argues that decentralization offers the best option to prevent further destabilization and outlines how the international community can help defuse tensions and pull Iraq back from a new conflict.
