This bulletin discusses the reemerging debate in Kosovo on the activities of the Kosovo Liberation Army (KLA) from 1998 to 2000 (during and after the 1998-1999 conflict), a debate which could facilitate national and regional reconciliation. The authors explain that the possible appointment of a special court to investigate KLA's illegal activities during the war would challenge political elites in the country and help strengthen the rule of law in the young Kosovar state.
