Following Moscow's annexation of Crimea in early 2014, this paper analyzes how the EU can help Ukraine financially and through energy security to prevent further Russian intervention on its soil. The author first shows how Ukraine’s energy dependence on Russia has the capacity to derail Ukraine’s economic recovery. He then assesses what he sees as Europe's viable options to dissuade Russia from conducting an attack in Eastern and Southeastern Ukraine. He argues that the only realistic option is for the EU to exercise its influence over Ukraine so as to remove any pretext for a second Russian intervention.
