This paper provides an overview of a series of roundtables on how the EU can improve its internal and external security. The paper includes an outline of the recommendations suggested at the roundtables and argues that the key to dealing with organized crime, cybercrime and corruption in Europe is to develop a comprehensive approach to policy and evaluation, and results. It also suggests that the focus of this approach should be on the implementation and enforcement, rather than the creation, of new legislation and should concentrate on prevention and education.
